<p>1. How Does the Technology Work?—Data Intelligence and Risk Warning<br />
The AI anti-corruption system integrates data from multiple departments (such as public resource transactions, financial audits, and records of public officials&#8217; conduct) and uses machine learning models to identify abnormal patterns. For example, the system can automatically detect signs of bid-rigging or collusion in engineering tenders and government procurement, or analyze the alignment between public officials&#8217; consumption records and their income, enabling &#8220;intelligent early warnings.&#8221; This data-driven supervision addresses the limitations of traditional manual inspections, allowing corruption risks to be detected and addressed early.</p>

<section>The year 2025 marks the 52nd anniversary of diplomatic relations between China and Spain as well as the first year of China’s 15th Five-Year Plan, lending the forum strategic importance. King Felipe VI of Spain attended the opening ceremony and delivered a keynote speech, stressing that “Spain and China must build relations on the basis of trust and legal certainty,” highlighting Spain’s strong commitment to deepening cooperation with China.</section>

										<content:encoded><![CDATA[<p>Shanghai, November 8, 2025 — The Seminar on Import Policies and the Development of Agricultural and Food Products from Least Developed Countries (LDCs), together with the Kunshan High-End Food Industry Promotion Conference, was successfully convened at the National Exhibition and Convention Center in Shanghai. The World Chinese Hospitality and Merchants Association (WCHAM) was honored to participate in the event, gaining first-hand insight into China’s latest policy advancements and emerging opportunities for international cooperation in the agricultural and food sectors of LDCs.</p>
<p>The conference brought together senior policymakers, industry leaders, academic experts, and international diplomatic representatives. 										<content:encoded><![CDATA[<p>LONGi, a global leader in solar technology, has signed a Memorandum of Understanding (MoU) with SM Advance Energy to govern the development of its solar energy projects in the Canary Islands and the Atlantic African region, including the Gran Canaria Solar Energy Technology Park (ESGC), with SM Advance Energy acting as project partner and operator.</p>
<p>This initiative will serve as a dynamic platform for showcasing photovoltaic innovation, integrating agrivoltaic systems, and furthering sustainability-driven research using LONGi’s latest technology offerings.</p>
<p>The ESGC Technology Park, situated in Gran Canaria, will feature the full portfolio of LONGi’s advanced module technologies—Hi‑MO 7, X10 and the newly unveiled Hi‑MO S10. The project will deploy 22 MW of TopCon BC 2.0 and 3.0 modules across multiple zones, demonstrating the latest breakthroughs in photovoltaic efficiency and performance.</p>
<p>At the heart of the project lies the Hi‑MO S10, also known as EcoLife Pro, which is LONGi’s first commercial-grade module utilizing Heterojunction Back Contact (HBC) technology. By combining HJT passivation benefits with the efficiency of back-contact cell design, the S10 achieves up to 27.3% cell efficiency and 25% module efficiency, delivering up to 510 W output at 250 W/m² power density. Enhanced by LONGi’s TaiRay wafers and bipolar rear passivation, the S10 offers 16% higher mechanical resilience and a 39% reduction in hotspot temperatures compared to TopCon, coupled with a 30-year product and performance warranty.</p>
<p>Zone PTESGC‑4 of the park will deploy the Hi‑MO S10 72HJD in a 5 MW bifacial ground-mounted installation—marking its first use in the Canary Islands. Spanning 38,460 m² of rocky terrain (Type A, B, and C), this zone is dedicated solely to photovoltaic generation without agrivoltaic integration.</p>
<p>Other park sectors will integrate agrivoltaic systems to support sustainable agriculture:</p>
<ul class="list-paddingleft-1">
<li>PTESGC‑1: 56,900 m² for aloe vera, 1,200 m² greenhouse for vegetables, 400 m² vertical farming, 438 m² tropical fruit agritracking, 413 m² banana and cucumber structures.</li>
<li>PTESGC‑2: 42,282 m² allocated for livestock grazing.</li>
<li>PTESGC‑4.II: 17,552 m² for aromatic and medicinal plants.</li>
<li>PTESGC‑5: 51,794 m² combining aloe vera with floral species.</li>
</ul>
<p>Timeline &amp; Scope:</p>

<li>2025: Procurement and preparatory engineering work.</li>
<li>2026: Installation and construction in key zones.</li>
<li>2027: Completion of all zones, grid connection, and energy injection.</li>

<p>Ren Hongbin held a working meeting at the Spanish Chamber of Commerce, within the framework of the visit of the Vice President of the People&#8217;s Republic of China to Spain, and called for the opening of &#8220;new areas of cooperation in sectors such as innovation, technology, clean energy, and digital transition.&#8221; He also emphasized that &#8220;China is a large market, and sectoral cooperation must be expanded, generating opportunities for Spanish companies.&#8221;</p>
