In recent years, China has continued to advance technological innovation in the fight against corruption. The introduction of artificial intelligence (AI) technology into the anti-corruption supervision system has become a key tool for improving governance efficiency. The “AI Anti-Corruption System” piloted in Zhejiang Province is a prime example of this exploration. It not only demonstrates the potential of technology to empower social governance but also offers new insights for global anti-corruption efforts.

1. How Does the Technology Work?—Data Intelligence and Risk Warning
The AI anti-corruption system integrates data from multiple departments (such as public resource transactions, financial audits, and records of public officials’ conduct) and uses machine learning models to identify abnormal patterns. For example, the system can automatically detect signs of bid-rigging or collusion in engineering tenders and government procurement, or analyze the alignment between public officials’ consumption records and their income, enabling “intelligent early warnings.” This data-driven supervision addresses the limitations of traditional manual inspections, allowing corruption risks to be detected and addressed early.

2. Social Benefits: Enhanced Efficiency, Transparency, and Credibility

· Improved Investigation Efficiency: The AI system can quickly process vast amounts of data, reducing manual screening time and allowing anti-corruption resources to focus on high-risk areas.
· Strengthened Preventive Capabilities: By learning from historical cases, AI can predict potential risk points, shifting supervision forward and creating an institutional safeguard that makes corruption “unable and unwilling to occur.”
· Promoted Fairness and Transparency: The neutrality of technology reduces the space for human intervention, making supervision more objective and enhancing public trust in the system.

3. People-Oriented: Technology as an Enabler, Not a Replacement
It is important to emphasize that the AI system does not replace human roles but rather assists discipline inspection and supervisory personnel in making more scientific decisions. For example, warning clues generated by the system still require manual verification to ensure fair and compliant outcomes. This “human-machine collaboration” model leverages the advantages of technology while preserving the human rationality of judicial and supervisory processes.

4. China’s Practice in a Global Context
The application of AI in anti-corruption efforts reflects the trend of governance modernization in the digital era. From pilot programs in Zhejiang to explorations in more regions, this integration of technology offers a low-cost, high-efficiency anti-corruption reference for developing countries and serves as a window for China to demonstrate its “technology for the people” philosophy.

Conclusion
The exploration of the AI anti-corruption system is a vivid example of China’s commitment to integrating institutional innovation with technological empowerment. It is not merely an upgrade in tools but also an advancement in governance thinking—using smarter methods to safeguard social fairness and allow integrity and righteousness to permeate every corner of society. In the future, as technology evolves and institutions improve, such innovations may contribute more “Chinese solutions” to global integrity governance.

On December 16, 2024, the Chinese Ambassador to Spain, Mr. Yao Jing, visited the cities of Mieres and Langreo in Asturias. The visit aimed to promote foreign cooperation, with a particular focus on renewable energy, the digital industry, and tourism, fostering deeper economic and trade exchanges between China and Spain.

Mieres and Langreo are actively seeking industrial investments from China. Ambassador Yao Jing met with the mayors and key political representatives of the two cities to gain firsthand insights into the strategies for economic diversification and industrial transformation being pursued by the local governments.

Positioning themselves as attractive territories for future investments, Mieres and Langreo offer excellent infrastructure, including modern airports, seaports, and high-speed rail networks, along with extensive industrial estates that provide favorable conditions for company establishment and growth.

During the visit, Ambassador Yao also toured the Barredo University Campus, a hub for research focusing on environmental studies, artificial intelligence, energy transition, and industrial heritage. The campus serves as a significant platform for exploring future collaboration in science and technology.

Since assuming office earlier this year, Ambassador Yao Jing has been actively promoting China-Spain bilateral relations. In an article titled “Fifty Years Walking Together, Achieving Even More in the New Era”, published at the beginning of the year, Ambassador Yao highlighted the strong commonalities between the two nations and the steady progress in economic and commercial cooperation.

He noted that China is Spain’s fifth-largest trading partner and its largest outside the European Union. In 2023, bilateral trade exceeded $50 billion for the first time. Spain has participated in the China International Import Expo for six consecutive years, showcasing agricultural and food products such as pork, Iberian ham, and olive oil, which have garnered significant attention. Additionally, Spanish beauty products, textiles, and clothing have gained popularity among Chinese consumers, while Spanish machine tools are experiencing growth in the Chinese market. Ambassador Yao also mentioned the success of the Yiwu-Madrid train, which has operated more than 1,500 times, transporting approximately 120,000 TEUs with a total cargo value of $6 billion. This route has become a symbol of cooperation under the Belt and Road Initiative, reflecting the growing economic ties between China and Spain, as well as between China and Europe.

Looking ahead, Ambassador Yao emphasized the importance of planning bilateral relations with a strategic perspective, adhering to the principle of mutual benefits, and fostering deeper cooperation in a practical and meaningful way. He expressed his commitment to rooting China-Spain friendship in the hearts of the people and elevating the comprehensive strategic partnership to a new level.

WCHAM leader Mr. Orencio Grela was invited to attend the event and met with the Ambassador and his delegation. He highly praised Ambassador Yao Jing, describing him as a leader full of charisma and vision. He remarked, “Under Ambassador Yao’s leadership, any cooperative project can become a tangible and beautiful blueprint, injecting greater confidence and momentum into the collaboration between China and Spain.”

As the European Union (EU) gears up to impose tariffs on Chinese electric vehicles (EVs), Spain has positioned itself as a strong advocate for deeper collaboration with China. A top Spanish official recently highlighted the importance of maintaining close ties with China, echoing Prime Minister Pedro Sánchez’s stance on the necessity of a strategic partnership in the electric vehicle sector.

A Strategic Necessity for Europe

Speaking at a key European business forum, the Spanish official emphasized that Europe needs China as a “strategic partner” to help build the bloc’s EV industry. This sentiment resonates across many European capitals as the EU faces increasing competition in the fast-growing EV market. For Spain, China’s role is seen as essential in driving forward the development of critical technologies, manufacturing capacity, and supply chains necessary for Europe’s transition to green energy.

China is the world’s largest producer of electric vehicles and has become a dominant player in battery technology, a critical component for the success of electric mobility. Europe’s automotive sector, a cornerstone of the EU’s economy, is undergoing a seismic shift towards electrification, and Chinese manufacturers have rapidly scaled up their presence in global markets. With Spain aiming to be at the forefront of Europe’s EV revolution, collaboration with China offers opportunities for technological exchange, investment, and access to advanced battery technology.

Spain’s Role in the European EV Market

Spain, home to several major automobile manufacturers and a key player in Europe’s automotive industry, has significant stakes in the ongoing transformation of the sector. As Spain pushes for greater EV production and investment, the country sees China not just as a competitor but as a potential ally in the transition to a sustainable transport future. With growing Chinese investments in Europe and increasing demand for EVs globally, Spain is keen to position itself as a hub for manufacturing and innovation in the EV supply chain.

Spain’s supportive stance towards China in this context may also reflect its strategic ambitions within Europe. As the EU grapples with the challenge of decarbonizing its economy and maintaining industrial competitiveness, Spain sees engagement with Chinese manufacturers as a pragmatic step to secure its place in the evolving automotive landscape.

EU’s Stance on Chinese EVs and Possible Tariffs

The backdrop to Spain’s outreach to China is the EU’s growing scrutiny of Chinese electric vehicle imports. European officials, particularly in countries like France and Germany, have voiced concerns over China’s dominance in the EV sector and the potential for unfair competition. The European Commission recently launched an anti-subsidy investigation into Chinese EVs, with the possibility of imposing tariffs to protect European manufacturers from what they consider to be heavily subsidized Chinese products.

While Spain acknowledges the need to protect European industries, it is also advocating for a balanced approach that keeps the door open for strategic cooperation with China. The Spanish government appears to favor an approach that encourages collaboration over confrontation, understanding that China’s expertise and scale could be invaluable in accelerating Europe’s green transition.

Pedro Sánchez’s Call for Constructive Engagement

Prime Minister Pedro Sánchez has consistently advocated for stronger trade ties with China, seeing the Asian giant as an indispensable partner for Spain’s and Europe’s future economic growth. In light of the rising tensions over EV tariffs, Sánchez’s administration is pushing for dialogue and cooperation, particularly in sectors where China excels, such as renewable energy, batteries, and electric mobility.

Sánchez has made it clear that while Europe must protect its industries, it should also pursue partnerships that align with its long-term goals of achieving carbon neutrality and fostering technological innovation. Spain, under his leadership, aims to balance these competing priorities by positioning itself as a bridge between Europe and China, encouraging investment and cooperation in green technologies.

Conclusion

As Europe moves towards imposing tariffs on Chinese electric vehicles, Spain’s position underscores the complexity of global trade relationships in the era of clean energy transition. While the EU is considering measures to safeguard its industries, Spain is championing a more cooperative approach with China, recognizing the strategic importance of this partnership for the future of Europe’s electric vehicle industry.

For Spain, China’s role in the EV sector is not only a challenge but also an opportunity for growth and innovation. As the global race to dominate the electric vehicle market intensifies, Spain’s focus on strategic partnerships could shape the future of its automotive industry, ensuring that it remains competitive and sustainable in the years to come.
